Senior Construction Inspector – MTO Projects
Location: Toronto / GTA or Across Ontario
Travel: Project-based (GTA / Provincial Highway Projects)

About the Role
Our established client seeking an experienced Senior Construction Inspector with direct experience on MTO (Ministry of Transportation Ontario) projects to support major highway and infrastructure construction works in Toronto, the GTA, and across Ontario.
This role is responsible for ensuring compliance with MTO standards, contract documents, OPSS specifications, and quality assurance requirements throughout the construction lifecycle.
Key Responsibilities
Construction Oversight & Compliance
- Inspect and monitor highway, bridge, and roadway construction activities.
- Ensure work complies with:
- MTO standards and specifications
- OPSS (Ontario Provincial Standard Specifications)
- Contract drawings and special provisions
- Review contractor methods, materials, and workmanship.
Documentation & Reporting
- Maintain detailed daily inspection reports and site diaries.
- Track quantities for progress payments and contract administration.
- Review test results, shop drawings, and contractor submittals.
- Document deficiencies and ensure corrective actions are implemented.
Quality Assurance & Testing
- Coordinate and verify materials testing (concrete, asphalt, aggregates).
- Monitor grading, paving, drainage installation, and structural works.
- Confirm compliance with compaction, thickness, and quality requirements.
Stakeholder Coordination
- Liaise with:
- MTO representatives
- Contractors and subcontractors
- Engineers and project managers
- Attend site meetings and contribute technical input as required.
Typical Project Experience
- 400-series highway reconstruction
- Bridge rehabilitation and replacement
- Culvert installations
- Road widening and intersection improvements
- Municipal/MTO joint infrastructure works
Qualifications
Required
- 8–15+ years of construction inspection experience.
- Direct experience working on MTO projects in Ontario.
- Strong knowledge of OPSS, OPSD, and MTO contract documentation.
- Familiarity with grading, paving, drainage, and structural works.
- Valid Ontario driver’s license and ability to travel to sites.
Preferred / Assets
- C.Tech., C.E.T., or P.Eng. designation (OACETT or PEO).
- Experience with contract administration (GC/CA roles).
- Previous leadership experience supervising junior inspectors.
- Working knowledge of e-Construction systems (where applicable).
